Canadian cit husband & 3 Can cit kids, UK wife/mother

We are moving shortly to BC from UK and if I understand rules correctly:-
1)UK wife/mother can enter with us initially on 6 month visitor Visa
2)She can apply for extensions/change status from within (whilst 3) happening)
3)I can sponsor her from within Canada on Family class/spouse basis(she does not have to be out Canada)
4)Exemption from non working can be lodged after OK in principal from auth.
When entering on above basis will immigration officers give grief or will they accept her status as a 'visitor'. Would the authorities 'kick out' a UK mother of three young Can Cits or would this swing on H&C grounds? This must put us in a 'strong' position?!
Any comments/suggestions/advice from those involved in this process (either side!) would be appreciated.

Yes, immigration officer at the port of entry may refuse admission as visitor in such
situation, as your wife will not be a bona fide visitor. But you may ask for
Minister's Permit allowing her to enter Canada and I don't see any reason for such to
be refused in the circumstances you just described. Just make sure that you guys
don't lie to immigration officer - state clearly your intentions to go through
sponsorship process from within Canada.

I have not found reference in my research to the 'ministers permit' you describe. What exactly is this document? Is this issued on entry by immigration officials? What stay does this confer?
If we encounter trouble when we get there are your services available??
