Sausage rolls
Meat pies (mince beef and onion, chicken tikka)
Cheese and onion pies
Pasties
Pork pies (small)
Cream cakes made with real cream
Victoria sponge cakes
Belgian Buns
Christmas cakes
Mince pies
My guess is, due economy of scale issues, she'll find it difficult to keep prices down. But if the quality is there, she delivers or has a good location and she gives the business a fancy sounding name it could pay for itself.

Gala pie
Scotch eggs
Steak pie (though the local pub does a good one)
Bakewell tarts
Battenburg
Millionaires shortbread
Florentines (the bakery I used to go to in the UK made 1/2" thick slabs instead of those little skinny thin things, absolutely gorgeous)
Proper granary bread
Treacle tart
Custard tarts - the ones here are far too sweet
Fresh cream split doughnuts
I second the farmers market idea, if she can get the necessary clearances and licenses.

A family friend makes chocolates (mainly with some form of nuts or popcorn involved) - she started out making them to order in her kitchen. Now she's got several people working for her, so it is possible.

Are you or especially your wife considering a move to GTA.... If not, is she looking to expand her business quickly as GTA is missing this!

I wish you every success! I'm with the Oink list and Stinky's love of Gregg's. I can dream for hours about a trip to Gregg's. I'm not a sweet eater but would buy any savory small pie on a regular basis, and would turn somersaults for a pork pie. Yes, I can cook, but I don't want to have to make everything it's nice to sometimes eat something you haven't made.
Canadians are generally affraid of colour, the pastry always looks under cooked and insipid... even open topped apple pies, always look like they needed another ten mins.

You can get all that northern stuff in the GTA. I usually buy a pie at the Royal, make vague note of the supplier thinking I might go to one of their market stands one day but I never get around to it. That's from these people:
Downtown Simcoe BIA - DIRECTORY
or one of their competitors, there are several stands.
There's also a stand at the St. Lawrence Market, not sure if it's the same people.

The British Grocer in Burlington is probably the best shop for British goods I've seen here...
