Not being a cock MATE, but you obviously are not up to date on the download speeds you can get here in Oz. Are you in Oz ?
The person has CABLE.
Bigbond cable started out at 8Mbps, then got increased to 17Mbps for those who were happy to fork out for it , and this has been increased of late to go to 30Mbps.

Even if on DSL2+, you can get up to 20Mbps.
About 50% of those on DSL2+ plans here will get speeds of 10Mbps or better.
We can do this dance all night if you like.

Don't know where you get all of your 'suppositions' from - BUT, firstly, this 'she' is a 'he'! Secondly, 'he' has not made a typo. Thirdly, I can assure you that 'he' has NOT got 1.4 meg but in fact 14!!
