That website has nothing to do with the ATO, it is an accountants website. There is no ATO etax website, there is only the ATO etax software.
I would suggest that it could be misleading, that website you linked to branding their service etax.

Some may think misleading, but the Accountants in question (Etax Cpa Pty Ltd) registered the domain name www.etax.com.au in August 1998.

Answer to that can be found here.
ATO trialed it in 1997, the commercial one was created in 1998, possibly when they heard about the ATO one, and jumped in first ... before ATO went fully live in 1999.

Jumped in second really, seeing the ATO was trialling it and had probably announced the trial. A gamble that pulled off for the company involved, it looks like to me.
