Looks like by the time they apply he will actually be serving an apprenticeship, so I'm puzzled too as to what visa he would be going on - from what was said in the post I quoted above he won't be a dependent by the time they apply?

Same thing can be said in reverse. If Australia is so good then why does 5% of the native born population live outside the nations borders? That equates to about one million folk.
We all know there are numerous reasons why this is so...just as there are as many reasons why so many Brits live in Australia.
Not all because the other country is necessary better, although many of course do consider that to be the case.
