Need a PR be onshore to sponsor his spouse ?

Hi,
My crucial question is:
Once my PR just validated, and I've come back to Europe to prepare my relocation,
can I sponsor my de facto spouse (> 12months) meanwhile in a de facto visa or prospective spouse visa (if engaged) ?
This question because we'd rather not be apart for some time, I in Oz, and she in Europe.
If not, what better solution do we have ?
