"No School Fees" at State Schools is not true. There is usually a voluntary fee of about $500 per year per child. And depending on the demographics of the parents of the children who attend, some of these State schools are run like mini private schools, so be prepared to pay up to $2K per child per year. This will include uniform, Matheletics, camp, excursions, incursions, swimming, etc.
