I'm confused, a 457 Visa is a Long Term Business Visa and you are sponsored by an employer, not the State. Are you getting this confused with another Visa type???

457 visa for teachers, you are sponsored by employer.

eg. We were given a job and sponsored on a 457 by WA education department. Then DET did our PR visa.

or Howard Jennings was given a job and sponsored by his fee paying Catholic School.

So as above mentioned the 457 is a job sponsorship. You need to be offered a job for this visa by either a private school or education department.
You can not apply for it, an employer has to apply first to sponsor you.

Take a look here to clarify what visa you actually need

http://www.immi.gov.au/skilled/gener...ns-outside.htm

Could you be talking about the 475 visa??
