I would choose Freo and Cottesloe over Scarborough in a hearbeat.
We're currently in West Perth/Leederville and it's just about perfect in my opinion. You can get some stunning properties around here.
5 minute walk to the bars/restaurant strip of Leederville
15 minute walk to the nightlife of Northbridge
25 minute walk to the centre of Perth for shopping/Kings Park etc
15 minute drive to the beach, or you can take a bike-ride on the cycle path straight there

I'd say it's about 6 or 7 miles roughly. Takes no time at all on a bike.
