With the way the legal system is here, is it any surprising? Still, how can there be no computer cross check that would have picked up on the same address being used so many times?

When one of my friends started divorce proceedings here I was shocked to learn that even though she was legally separated, she could still legally be held accountable for her husband in those 3 years before going back to court. It just doesn't make sense. How can you be legally separated and legally responsible at the same time?

You can't blame this on the Italian system except to say that 3yrs is to long to wait. It's up to the UK or other countries to check their requirements. The Corriere reported on this several months ago. There is an on going investigation and the 179 cases found so far in the UK is only the tip of the iceberg.
