It is now, subsequently, clear that the British House of Commons at the end of last October, misheard from, it would appear, two internal sources, that there was support from experts consulted by MP´s for the complete package of double summertime/summertime in the UK; as determined necessary by the legal advisers at the time to the promoter´s of the Private Member´s Bill, to propose the imposition of Double Daylight Saving Time during the Summer Season in the United Kingdom - PLUS the seemingly uncomprehended imposition of one hour of Daylight Saving Time in the dark mornings of Winter.
Now, in her speech to Parliament, proposing the above, Mrs. Rebecca Harris, MP, claimed not only the support of the experts concerning the Prevention of Accidents in the UK, namely ROSPA, but even of "Greenpeace" - quoting the benefits of the lighter evenings in the UK in Summer ! She also stated clearly that the Winter proposal was part of the Package! I was able to read in the widely circulated "Metro" newspaper later on February 21st, 2011, that the chief of ROSPA, Mr. Tom Mallarkey, was appreciative of the expected reduction of accidents in Summer as a result !
Before elaborating further, I must mention that, almost simultaneously, the respected MP, Mr. Tim Yeo, chairing a hearing concerning the Environment and Energy Saving, as he is well experienced to have done in the past, on just one day in the Committee Rooms of Parliament, listened to the support of at least 3 experts external to Parliament on a proposal to extend Daylight Saving Time in Summer. It is of extreme interest that the agenda of his hearing (attached) appeared to mention only the Summer factor !
The identical time on the clocks in Spain has compelled the Independent National Commission ARHOE in Madrid to advise the Spanish Government to delay starting times for work and school for precisely the same reasons to be found in the UK following the Private Members Bill.
It is surely obvious that ROSPA and Greenpeace, as well as the 3 experts at the hearing on energy saving for the Electricity Generating Industry, in the presence of the then uninformed Mr. Yeo, had no expectation of the onerous imposition on the British public for yet darker (and earlier starting times in) Winter mornings.

We in the U K are being informed that there was an almost invisible two years of an experimental period of a version of summertime (daylight saving time GMT+1) imposed continuously, without any changes of the clocks - even initially in October, during Winter in the UK around 1969 - 70.
Such a time condition set below a plateau of continuous summertime, could not possibly come to the attention of the public - or even most authorities in the UK during the two years ! Supposedly, little of any consequence was noticed by the organisers of the analysis concerning the effects of this almost non-event, to be attributed as detrimental to the conditions met with in unusually very early events of the rush hours before 7am in the mornings of double darkness in Winter for the two seasons examined.
