name change for a brit who married an american but was previously denied for I-90

I was in England for 2 years w/o applying for rentry permit. I needed to update my greencard as it was from when I was 2 years old. My biometrics were lost so I did it again. The second time was after I returned from 2 years in the UK and had been back for over a year. I was then told it was denied and then had to apply for a request to find out why I was denied. They still had no reference of my biometrics. I then ignored the situation, but now I want to change my name because of marriage with SS and DMV. Do I have to re-aply for I-90 again and change my name on my British Passport first? I am clueless and I seem to just have to aply for every form and pay money!
